Meet Lucas Roque, ZETA's Digital Strategy Director

Lucas Roque, ZETA’s Digital Strategy Director, brings a wealth of expertise in technology, energy policy, and digital communication. Born and raised in Oakland, California, Lucas’ passion for technology and social impact began early. He graduated from Oakland School for the Arts, where he completed a four-year CTE Digital Media program, and then went on to earn a degree in Environmental Science from UC Santa Barbara. Currently, Lucas is working toward his Master’s of Science in Energy Technology and Policy at Cal Poly Humboldt, where he continues to deepen his understanding of the intersection between energy, technology, and access.

In his role at ZETA, Lucas is deeply involved in advancing the organization's mission to expand digital access, promote tech literacy, and influence tech policy decision-making. He is particularly passionate about addressing the twin challenges of energy accessibility and the lack of sufficient tech policy development. From his experience working with GRID Alternatives on programs like San Diego Clean Cars 4 All, which helped low-income families gain access to electric vehicles, to expanding outreach efforts for GRID's Energy for All program, Lucas has firsthand experience in bridging gaps in both infrastructure and knowledge for underserved communities.

As Digital Strategy Director, Lucas combines his technical knowledge with his policy expertise to create inclusive strategies that push for more equitable digital opportunities. He’s particularly focused on advancing policies around data privacy, ethical AI development, and expanding technological access. Lucas firmly believes that Gen Z should be at the forefront of shaping the future of technology, and through his work with ZETA, he is committed to making that a reality.

Outside of work, Lucas enjoys outdoor activities like hiking, rock climbing, and working on his car. He’s also an avid musician, playing both piano and guitar in his free time. Lucas is driven by a desire to continue learning and exploring, whether in nature or through technology. One of his guiding principles comes from a quote that resonates with his journey: "I cannot express how important it is to believe that taking one tiny—and possibly very uncomfortable—step at a time can ultimately add up to a great distance."
